Divyang Employees Grievance Day
Every first and third Wednesday of the month, the association coordinates directly with departmental officers to resolve problems raised by differently abled employees across the state. Members are encouraged to bring their concerns to these sessions.
What we do
Grievance resolution
We take up individual and department-level issues raised by members and follow up with the concerned officials until they're resolved.
Welfare scheme updates
We share information on entitlements, concessions and welfare schemes available to differently abled employees, and help members apply.
Representation
Our office bearers liaise with the Commissionerate for the Welfare of Persons with Disabilities and other departments on members' behalf.
About the Association
The Differently Abled Employees Welfare Association, Telangana State (Regd. No. 1578/2003) was formed to support government employees with disabilities across the state. The association works under the framework of the Rights of Persons with Disabilities (RPwD) Act, helping members understand and exercise their rights at the workplace.
Our founder president, M. Narsaiah, established the association to give differently abled employees a unified voice — one that could speak directly with departments and the Commissionerate for the Welfare of Persons with Disabilities on issues that individuals often struggle to resolve alone.
Today the association is run by an elected body of office bearers spanning presidents, secretaries, and district-level organisers, supported by a panel of legal and professional advisers.

- Coordinate regular grievance-redressal days with departmental officers
- Represent members' interests to government departments and the Disabled Welfare Corporation

Held twice a month, every month
The association conducts a dedicated Grievance Day on the first and third Wednesday of every month, from 9:30 AM to 11:30 AM, to address the problems faced by differently abled employees working across departments in Telangana.
How it works
Members bring service-related concerns — postings, promotions, accessibility at the workplace, entitlements, and more — directly to office bearers during the session. The association then follows up with the relevant departmental officers to work toward a resolution.
Why it matters
Many issues facing differently abled employees go unresolved simply because there's no direct channel to raise them. This recurring session gives every member a predictable, standing opportunity to be heard.

The Rights of Persons with Disabilities Act, 2016
The RPWD Act, 2016 replaced the earlier Persons with Disabilities Act of 1995 and came into force on 19 April 2017. It expanded the number of recognised disability categories, strengthened non-discrimination and accessibility requirements, and increased reservation for persons with benchmark disabilities in government employment and higher education.

The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment, publishes central notifications, rules, and circulars relating to the RPWD Act.
Telangana State government orders
The Telangana Department for Empowerment of Persons with Disabilities, Senior Citizens & Transgender Persons maintains the official, continuously updated list of state GOs on its own website — the best source for the complete and current list.
Selected orders
- G.O.Ms.No. 10, WCD & SC Dept. (30-08-2018) — Fixes the 3% reservation for handicapped persons in direct recruitment, split equally among the Blind, Deaf/Dumb, and Orthopedically Handicapped categories.
- G.O.Rt.No. 35, WCD & SC Dept. (17-04-2020) — Declares the State Commissioner for Rights of Persons with Disabilities as the State Nodal Authority for PwDs under Sections 8 & 25 of the RPWD Act.
- Exemption from routine transfers (07-08-2025) — Under Section 20(5) of the RPWD Act, employees with 70% or more disability, parents of children with intellectual disability, and caregivers of dependents with 70%+ disability are exempted from rotational transfers.

Thanks to the Disabled Welfare Corporation for supporting Grievance Day
The association extended its thanks to the Chairman of the Telangana State Disabled Welfare Corporation for his support of the Divyang Employees Grievance Day initiative, held on the first and third Wednesday of every month from 9:30 to 11:30 AM to resolve problems faced by differently abled employees across departments in the state. The association also acknowledged officials who have been working directly with local authorities to resolve members' issues, and encouraged all differently abled employees to make use of this Grievance Day opportunity.
